DEEP DECOLONIZATION: Latin America and Connected Histories of the Postcolonial World

This paper examines deep colonization in Latin America and the connected histories of the postcolonial world. It critically examines race, racism and colonialism in the history of Latin America, and the legal steps taken to minimize the consequences of prejudice and exclusion. It has identified exploitable individuals and populations for subjection, and indicates the scope of deep colonization in the continent attempting to remove the concept of skin color and other physical attributes as superficial indicators of social, political, or economic conditions. Spaniards and Portuguese colonizers in Latin America have invaded, subjugated, and occupied the territory without the consent of the indigenous inhabitants.  In Brazil, the Portuguese colonizers have tried to subjugate the indigenous population and they refused to subdue to their power, then slaves were brought from Africa to coffee and sugar plantations. This essay examines deep colonization in Latin American, and the economic and political contexts. The main question is what is colonization? This involves a clarification of the relationship between the concept of racism and a number of related concepts as race and colonization, as well as connected histories of the postcolonial world in Latin America.

Leila Bijos é Doutora em Sociologia do Desenvolvimento, CEPPAC/UnB, Mestre em Relações Internacionais (Cooperação Técnica Internacional), UnB, Especialista em Ciência Política, ICAT/AEUDF. Cursos de Especialização em Direitos Humanos no IIDH, San José/Costa Rica, UN Genebra/Suíça, IIDH, Strasbourg/França. Doutoranda em Direito, UniCEUB (2013/2014). Professora adjunta do Mestrado em Direito Econômico Internacional da Universidade Católica de Brasília. Coordenadora do Grupo de Pesquisa Laboratório de Política Internacional, e da Linha de Pesquisa em Direitos Humanos, encarregada da Institucionalização da Educação Superior no Programa de Direito – Law School. É membro da Cátedra da UNESCO de Juventude, Educação e Sociedade. Autora de livros, capítulos de livros, e mais de cinquenta estudos e ensaios sobre política internacional, políticas públicas e sociais, direitos humanos, e migração. É pesquisadora visitante da Universidade de Hyderabad, Índia; do Programa de Doutorado em Economia Internacional da Universidade de Tsukuba, e professora visitante da University of Califórnia, San Diego (UCSD). Bolsista do Programa Fulbright na Universidade da Califórnia em San Diego, 2004/2005. Participou de vários cursos de Política Internacional nos EUA, Suíça, Taiwan, Israel, dentre outros. Na área de Direito Internacional Humanitário, tem participado das conferências realizadas pelo Institut Internationaldes Droits de l’Homme, Strasbourg, France, Instituto Interamericano de Derechos Humanos, San José, Costa Rica, Human Rights Centre em Genebra.
