Impact of the National Solid Waste Policy on Reverse Logistics Practices

The objective of this article is to analyze the changes in Reverse Logistics (RL) practices in companies in the South Fluminense region after the implementation of the National Solid Waste Policy (NSWP). In this manner, RL practices were identified in companies within the region, and the Analytic Hierarchy Process was utilized to measure their significance. Following this prioritization, a comparison was conducted through compatibility analysis with studies conducted by other researchers, identifying which of the prioritized activities by the studied sector have gained importance, while also highlighting circular economy (CE) practices. The study was developed through exploratory research using questionnaires. The sample included companies from the South Fluminense region, representing nine sectors of the economy, and engaging in some form of RL. The data was initially evaluated using the Super Decisions software. The main results identified which strategic programs and specific RL activities are priorities for each analyzed sector, comparing whether there has been effective change or not after the NSWP was approved in 2010. When comparing this study with Hernández (2010) study, it is evident that the legal program has been gaining greater prominence by giving sustainability a higher relevance. As a practical implication, this result provides a perspective for companies to assess their RL system, which also contributes to the implementation of CE and their visibility as sustainable companies.
