Affirmative actions are public policies, consisting of measures of a temporary and compensatory nature, which take as a parameter the substantial equality, by recognizing the existence of inequalities of bias (in) formal, (i) material or systemic, classified according to social, economic, political or economic, historically perpetrated against specific  kinds of minorities, like: racial, ethnic, gender, origin, nationality, cultural or religious ones, among other possible sorts, in order to correct, neutralize or compensate them. These efforts are done through actions, plans or programs of government, which bring innovative normative implements, governmental initiative or jointly with civil society, and may specify three distinct types, not mutually exclusive: a) direct or indirect reversal of the effects, b) promotion, by stimulating a culture in favor of equality, or (c) repression, by acting on the elements that threaten equality. Its adoption can take place spontaneously or compulsorily, aiming at Social Justice, from a new form of interpretation, in order to remedy or compensate for unjust inequalities, by means of interference tending to the mild or moderate within the scope of the factual or legal world.
